So it seems the SEC can publish this sort of accusation with out even talking to the company in the first place?
Reading the documents again I am still trying to find what BIEL may have done wrong, If IBEX etc decide to resell their restricted shares once they were unrestricted to another party that is their concern and I'm not sure that is wrong either.

I wonder where the TA was in an all this?
