Is Gary F Kimmons a Con Artist?

How was Gary able to justify his recent $700,000 salary?

Especially since the 2015 S-1 states he never generated since 1988

Was Gary F Kimmons misusing public funds?

Did Gary Finally get through his head that the public had grown tired of his IMO time buying excuses

Since Gary never generated Revenue shouldn't he give most if not all of his salary back to shareholders?
