This is extremely disconcerting since this is a often a tool for a company to pay someone who knows who for something that looks innocuous and at the same time get the expense, it could be to anyone for anything since it is listed under the term consulting. It could be paid to a director or anyone. So it could be another method of paying a related party compensation.

The fact that it happens repeatedly means that someone could be living off of it. To be balanced it could be for an accountant or an attorney but again that is what bothers me, it is an unknown repeated payment and it could be a way to take monies out regularly. Who received it and why. they report that the expenses was made to cover themselves but don't tell anymore.
