you're a smart guy. i think you can figure out why there aren't buyout offers. here's a couple glaring reasons:
1. NCE is not officially in OB and Watson isn't out of the picture.
2. 1st A case isn't settled.

why make an offer with Reduce-IT interim around the corner? If it's not stopped then make your offer with CVR's but only after NCE is in OB and we know where the 1st A case lands.
