They had to of. In this JV agreement, NOC agreed to give "input" on the prototype that was to be designed and manufactured by Cirque. But there would've had to been some kind of initial prototype to get NOC's attention in the first place, cuz it's be unrealistic for a GOV contract mogul to jump into a JV over "blueprints" or an "idea" .
