PPS isn't going up because of the financial overhang and need for major financing soon. Coupled with the fact that this stock will NEVER EVER trade on potential alone ever again. And it won't trade on rumors. And it won't trade on speculation.

The first step to any rise is the major dilution to remove the financial overhang. People aren't going to buy in until that eventual event happens. Plain and simple. There is nothing surprising about the lack of a "run-up".
