There are many multiparty countries that work quite well - the UK, Canada, Australia, Germany, France, Sweden, etc.

One should nott draw conclusions based on the Italians - their problem is nott multiple political parties, it's that they are Italians.

Pasta they understand. Sportscars they do well. In cheese they are probably in the top five. Cured/smoked meats - definitely top three. Fashion (men's suits) and leathergoods - super. Opera - unmatched. Politics and governnance - an utter disaster. It's just nott in the culture. That's why the Mafia persists - that's the real government that persists throughout Italy, no matter who is the titular head of the Italian government.

You want a professorship in Ferrara? OK, butt you have to fly to Sicily every Thursday to teach classes at the University of Palermo if you want the Ferrara appointment. I know the fellow who was made this offer that he couldn't refuse by the Mafia. He teaches and researches at Ferrara and every Thursday (for almost two decades now) he flies to Palermo to teach classes. If he refuses to do this, he will lose his lab, his funding, and then his position in Ferrara.
