Ideally. But not sure how you would do it in practice. The existing shareholder should have first refusal when diluting, right? The main problem I think is that it is not easy to find new investors. If there are investors fighting for shares, then we would not see offering price drop.

Lightwave would have been better served sourcing new investors for this round.
