Did the receiver have possession of the ball. Then they see if he had two feet (or toe drag) in bounds.
If the receiver is falling to the ground, they will also look to see that he maintains control of the ball. If he's not going to the ground, they don't look to see if control is maintained.
Both of ball control and two feet down occurred on the TD catch that got nullified.
