You were not hear in 2013 so let me post a history lesson and reminder for others with a similar perspective.

"Vague. No mention of who the "prospective technology development partners" is, which country this is in, what application it might be used for, what the terms of the project are, nor the expected timelines"

In 2013 MVTG went quiet like this year for about 9 months while under an NDA negotiating the very kind of 8-K deal you asked for with Alstom. MVTG issued a very similar PR to today's and later, once Alstom had finally signed off on the 8-K, MVTG filed the 8-K with the SEC. So MVTG has a positive history of this sort of PR before a huge 8-K reveals more details.

The Alstom deal that started as a vague PR like today's was finally 8-K reported with a massive detailed contract filed with the SEC in the MVTG filing in Nov 2013. Alstom is still on board in that deal.

For now it would be smart to speculate on who all might be interested in the MVTG fuel cells, how interested $$$ wise and and what kind of deals they and other customer/partners might make with MVTG based on common business practices in this kind of business plan and technology IP-that MVTG has.
