Does any one here have a strong perspective on the effect the 79 majority Harper Conservative Senators may have on a proposed Legalization Bill?

That seems to be where the dying Harper Conservative Constituents are taking their anti Liberal/Trudeau/Cannabis bone picking.

Is it possible that after the House of Commons puts in some heavy work to draft and pass a sensible majority bill, that unelected appointed senators (who are required to be non-partisan) would act in a partisan way and vote against the bill?
