LOL, the company doesn't have to spend money to pump and dump it. It can be done by groups of traders who load cheap and then pump up the "news" to cause the PPS to run. I see it day in and day out over the decade I've been trading.

Anyone else notice there was someone in particular on this board who was all about XCLK when it was running and doing great and then magically their IHub account disappeared once the company made it blatant they aren't going to file and never will? Silly Rabbit.

Just saying, it still boggles my mind that shareholders believe this company will amount to something. But if your a shareholder and like watching paint dry and hearing "10-K any day now," i guess this is the company for you to invest in.
