If you've actually read the latest court filings, the person stalling at this point in time is Hussain Kareem as pro se claimant. He filed a claim and is slowing down the process by filing for motions for extended time.

Much like most escrow holders, my feelings towards Rosen is as far away as possible from lukewarm and even ice cold, but the delays for employee claims can't be blamed on him. This could be sped up if Kareem had bothered to retain legal counsel. His claim is $358,012.00

Here's an excerpt:

9. WMILT refused to cooperate on the matter of extension of time as requested by Mr. Kareem. So, the matters of conflict must be brought before this court. The parties can't agree on a second schedule order change, an extension of time for Mr. Kareem to object and reply to the Summary Judgement along with an adequate deposition coordination.

The problem is one of first impression. WMILT has an army of attorneys to make inquiries or to send messages to Mr. Karrem, a one-person, part to this action. It is well known, that he is asserting his claim matters, as pro se. His time to research and gather facts are not the same as the "army of attorneys" can do.
