This isn't a new contract yet, the pilots still have to see it and vote on it. 4 members of the pilots negotiating committee quit recently and this was forced on what's left of the negotiating committee by the NMB. RJET isn't out of the woods yet....a no vote sends this back. A 10% raise for captains is based on Pay rates that were negotiated over 10 years ago. 10% doesn't even keep up with the inflation since then.
