In the meantime, I at least found this.

It appears.

On June 30, 2015, IBB price was 369 with a P/E of 31
On August 28, 2015, IBB price was about 353 with a P/E 28.55
On September 25, 2015, IBB price was 310 with a P/E of 25.

In 2005, Biotech P/E was at 55.

Calculating the Price-to-Earnings Ratio
The P/E ratio of a company is calculated by dividing its market value per share by the earnings per share, or EPS, and [sectors] that have a P/E ratio between 20 and 25 are considered acceptable for value investors. This metric represents the amount of money an investor is willing to pay for each dollar of earnings. -- Investopedia

So the sector is being brought back within range. Earnings will have to increase to keep P/E down. Otherwise, politicians or other folks will apparently knock it back down.
