The news will be out when it is due. The current approach is either a show of confidence or outright scam as shorts claim. You pick one.

When no body (usually a fund, most time Woody's funds) buys, the stock drops particularly like today, which sees almost all biotech shares drops around 6% ~ 10% as the biotech indexes drop that much.

Nobody knows when funds are buying. Today's price activities are just general biotech market related, as some indexes which include NWBO make daily adjustments according to XBI which is up 0.5% early morning and down about 6% later this morning.

I have set a certain price, where my accumulation plan will be triggered unless I see changes in fundamental or trend which are not supportive of holding and adding of stock.
