They don't have to cover.
This is the old financing scheme ( developed in Canada, since naked short is easy) of bottomless warrants where the holder can convert at lower and lower price ( possibly by shorting) and cover his shorts with the shares he just acquired....the death spiral.
The limit might be the authorized shares, I didn't check how many
