On the contrary, it appears it was a different kind of misunderstanding. The people at DTCC are very smart; it's unlikely they were unfamiliar with the rules. BUT they were evidently unaware that CRGP had issued more stock between the record date and the ex date. Why? Because the company hadn't told them about it.
