But Etrade and TDA are the two biggest brokerages for clients who trade pennies. I suspect Etrade has a good many more clients, because TDA frequently imposes trading restrictions.

So I think it's at least possible that the company didn't send enough funds to cover Etrade's obligations to its clients.

If Etrade had reported something like that to FINRA, well...
