I doubt it. Retail shorting of penny stocks is VERY risky, with only minimal reward potential. Margin requirements are also huge. You need to put up something like $2.00 per share to cover margin call.
Maybe if a stock made a HUGE run up without much justification, you would see shorts jump in, expecting a crash.
You gotta have loads of cash, and nerves of steel to short these.

Latest report shows 49,000 shares short ($580 worth) .... so there are a few taking a risk.
