BBANBOB, premium can in no way mean final purchase price:

The sale of an asset or item at a price significantly above the original purchase price due to high demand, rather than appreciation.



And the fact that "premium" is always mentioned in connection with "discount" on the FDIC legal documents makes it still more plausible that it is a "value in excess of" something:
