It may be they are competing for the repairs of the old city wells. RW says they will overhall the water system at RW expense of 25 mil if Fort Stockton will buy their raw water from RW.
STWS had said they would repair everything at STWS expense if STWS could have some of the water. I do not know all the details and things may have changed.
My thoughts were RW offer of a new overhall sounds appealing but the city would be paying for that water for the next generation or two.
STWS may not sound as impressive because of just making repairs but the city does not have to pay for their raw water. I think I would rather not have to pay for the water.
One thing STWS has is Allan Murphy who has been working with Fort Stockton for several years. Also the city stated that STWS is a publicly traded company and RW is not. Which I would think may be good for the general public because they could purchase stock.

As far as the Capitan Reef project, RW is not a part of that. How the citie's old wells project will have an effect if any on the Capitan project I do not know.
