Sure is and I believe it's the MMs who are doing most of the shorting since most brokerage houses do not allow shorting of penny stocks and if they do then you have to pay $ 2.50 /share, at least in my case , trading through TDWaterhouse in Canada. I like to see a rule where the MMs are not allowed to trade penny stocks or at the very least be forced to show a "true" amount instead of we are seeing them all lining up with their 10 K shares on bid/ask. Grrrrr $$$CRGP$$$
