but the MM first buys the 20k from the seller and then resells it to the 20k buyer.



Or he shorts it first, then buys it from the seller. Doesn't matter. My point was, there is probably a third party involved, from whom the market maker is buying. So this is not just a market maker shorting 20k shares (trading). That's all.
