Why buy and hope...? This is not logical reasoning... Yes, it could go up ... But does it have to only because it's down below three? No, this can continue to plummet. Starting bad habits like the hold & hope strategy will eventually end your trading career. You may get lucky a few times but eventually such logic will catch up to you. IMO, this method on an ETF is even worse due to decay... I hope this does go up but I'm not counting on it... I'd rather have set risk, a tight stop & good risk vs reward..
