Actually, I think anyways, unless there is a holdout for political reasons I see no reason once their questions are answered for them to with hold approval. Remember the moneyhas already been approved by them. This is about who to give it to. That is where the politics comes in. They each will want to be able to say, I approved that or I questioned that when election time comes around. Personally I think they have far greater problems than this project.
