One of the council's biggest concerns was the $10 million price tag. They were not uneducated on solar, and so were wise enough to know which questions they should ask. The representative said he'd be able to come back and provide the necessary information. As a result, we have yet to secure the contract.
We were technically the cheapest, but we were also the only ones to bid. The representative told the council this was because everyone else they considered didn't have the capacity to complete the 2 megawatt project.
Even if he does come prepared next time, the council will also have had time to cement their fears. That's just human psychology. It won't be easy to persuade them.
