This is not true:

With current SS Steve Saleen owns 53.7% of the company so that would be impossible.

Steve doesn't own 53.7%

As of July 13, 2015, there were 460,556,796 shares of the registrant’s Common Stock

Steve's share are currently not outstanding, once converted they represent 302 million shares on a total of 762,690,671 shares.

So 39%, not 53%. And this is without accounting for the 300 million shares that are coming on the market from convertible notes, if they manage to get more shares authorized.
