Phipps and his new company that took over WSGI's GTC operations amended its S-1 filing today registering shares that are intended to be sold. The list includes the shares held by WSGI. There's also some other familiar names on the list:

The Honig/Frost crew and numerous nominees they control.
Felicia Hess via ADH Ventures LLC
Leonella Treto (Erdberg) via DL2 Capital, Inc.

The filing lists the bid price at $.80 while they recently conducted a private placement where Honig and crew bought shares at $.05.
