i am glad i asked the question about definitions.

here's a typical definition of online surveillance of the sort of which i am thinking: "Computer and network surveillance is the monitoring of computer activity and data stored on a hard drive, or data being transferred over computer networks such as the Internet." https://en.wikipedia.org/wiki/Computer_and_network_surveillance

i get the impression that your definition and mine are dissimilar.
