You are definitely right that a 16% correction is not a "collapse". I probably should use a different word. The fact that Uranium has not corrected, but the stocks have, isn't a particularly good sign to me. Smart money moves out of something BEFORE the price of the commodity drops. In cases like this, the movement of the stocks will often preceed the movement of the commodity price.

I'm looking for an overall 30% decline before I would believe it was time to load up (if ever).

There may be a couple others, but the only stocks that I know of that have earnings of the 56 are CCJ, DEN.TO, USU, USEG and CBAG.OB - such that they would qualify for VMC. Those 5 stocks are -14%. Since the entire group is -16%, I don't see that as much different. The others may not have earnings, but the earners may have gone up more BECAUSE they had earnings already.

In any event, I'm sticking with my opinion at least for another 14%.
