Just to shed a little light on the subject, after the VozBrasil news came out, I asked IR how one would sign up for the service. The response was "The web address is on the release.. www.vozbrasil.com, and so is the toll free number." So, IMO, you don't even need an internet site to sign up, just a phone and call the toll free number.
