followingte - i don't think you get it, it reads pretty clear to me. It clearly states that you do not need high speed connection to use it. To set it up you can do over the internet, does not state anything about needing high speed internet though. Traditional VOIP requires that you have a high speed connection like DSL, Cable, T1, etc. With GTE plan you could use a dial-up slow internet connection to set it up, or possibly a free dial-up like NetZero (I think they are still free), go to a library etc. set up your phone usage, but you DO NOT NEED an internet connection to use it. And most importantly unlike every other VOIP that I know of including 8x8 which I used for a while you DO NOT NEED HIGH SPEED internet connection to use it.
Think of it this way
phone # = dial-up = not able to use VOIP, except for VOZBRAZIL
DSL and Cable = Broadband = what is need by every other VOIP
