That OTC data is misleading. Penny stocks make up only a very small portion of the official OTC trading data.
The stock of every public company in the world that is not traded on a US Exchange trades OTC in the US. The vast majority of the value of daily OTC volume is in international large cap stocks that are not registered with the SEC. The US penny stocks trade a lot of the volume, but very little dollar value. A few million dollars is typical. And hedge funds have zero interest in that market - it is far too insignificant for their time.
