zomby, No rat. It's just that the ITC is inherently corrupted. Most government agencies are corrupted. Hence why we are insolvent and rely on the Federal Reserve to print our way out and our congress to raise the debt ceiling.
As I said earlier the ITC is political and will protect it's major benefactors. Microsoft is a major benefactor.
