No one can use that form to vote.

Here are these problems with it:

1: There is no area for informing the counting agency of how many shares someone owns/holds.

2: There is no proof you actually own the shares so they will not be counted. (I think this is to just shut up the growing crowd of shareholders complaining)

3: Shares held by a broker can only be voted thru the broker with the brokers form which will indicate the number of shares held.(Either electronically or paper ballot which the broker tallies up and submits)
