That's because statins do something over and above lowering cholesterol. All the other attempts to lower cholesterol (aside from the recent PCSK9 data) have backfired and showed no improvement. Perhaps because lowering cholesterol upregulates PCSK9 in a homeostatic loop.

The cholesterol/mortality data is well known and complex - part of the issue is that very sick people often have low cholesterol.
