Yes of course o/s is an important factor as well as PE ratio,
but I believe these factors are difficult to apply on the pink market.
This is Las Vegas amongst the markets.
It's more important what the future will (can)bring and how BIEL management is doing a fine job to make things happen.
Dillution is a necessary evil here,bills have to be paid,but it seems to
me the money is well spend,seeing the developments that are made ( Braun,Boots,FDA,...) Don't have a crystal ball,but sun is shining...
