Vper has had LOI's in the past. The Sri Lanka one awhile back if I remember correctly did have an initial good sp reaction. However, it's only a pop then drop. Vper needs to have one of these LOI's actually turn into sales and then I believe the sp will crack a penny. Sri Lanka had obsticles from the government that delayed them from going through with the 20-30 mil purchase. Hopefully now they will follow through. They've had plenty of time to consider the deal and act upon it.
