Unfortunately, there is now other legislation in the Senate in addition to the Strong act, and it has the support of the Republican leadership, so it has a much better chance of passing than the primarily Democratic sponsored Strong act. It is the Patent act of 2015, and it basically mirrors the House version called the Innovation act.
