From the perspective of not derailing the [almost] automatic 180-day extension, yes.

"the company is maximizing treasury fill potential,"
That would be a "hell, no". If they were not so off in their predictions of 2014 and early 2015 accomplishments, they could have gotten much more money at a much higher share price. Those missed goals hurt them badly.

Being "wrong" has been extremely profitable.
