This is said with each and every placement and has never been true. What it publicizes is that expenses far exceed income and they are out of cash again.

"allow them the flexibility to curtail stock sales whenever product sales reach sufficient levels."
This is no different from a PP or the infamous ATM.

This PO does not minimize dilution. Only significant product sales will do that.

Being "wrong" has been extremely profitable.
