Have they bought before?

Not a proponent of insider buying. It is a fine line in doing so after the passage of Sarbanes Oxley with heavy emphasis on insider trading. You don't even see it often in mid-to-large caps anymore because of SOX. And if you do, it's almost entirely in smaller purchases - 1,000 share purchases and it's also why many compensation packages are often heavily weighted towards options to prevent any inkling of violating SOX.
