I think what you pasted into your message fits nicely with the process of liquidating assets. The "ceased operating" means actively doing business as a pharmaceutical company.
The fact they are in the process of "winding down" means that the company does exist...it has to exist in order to do the things necessary to fully go away. Mikah had rights to warrants, it needs to acquire them to liquidate them. The label reflecting Mikah is likely due to the nature in which the rights to that drug was provided to Elite. We wondered during the last call why the issue with Mikah suddenly came up out of the blue now, in all likely hood it is because of the label, my guess is legally they had to indicate Mikah, and that after it fully winds down and no longer is a company (which requires paper work only after all assets have been handled) can it be replaced with Elite's name.
