bulldzr....then what is Nokia cross licensing to Q?

There was talk here at one time, many times in the past... that chip manufacturer's didn't necessarily need to license the patents to mfr chips for cellphones. Only the branded terminal unit manufacturers were required to license. I believe this is especially true as it relates to the air interface.

Why can't IDCC as a fabless chip company, provide a chip solution and let the terminal manufacturers worry about licensing as necessary?

I believe this is what IDCC is shooting for as it relates to chip solutions provided to tier II and tier III terminal unit manufacturers.
