They must have referred to a synthesized netlist for power simulation. Everything else would be really inaccurate, to say the least.

For performance simulation (getting benchmark scores), RTL is enough.

Technically you have a form a synthesis to go from RTL to FPGA or emulator,
but nothing similar to the synthesis required to make accurate power
estimations.
