Using Skype?
If so, sometimes Skype's Click to Call addon causes clipboard problems.

Could be Desktop Window Manager service is stopped:
1) Start-> Run -> Services.msc
2) Look for Desktop Window Manager Session Manager (is it running?)
3) If not, restart that Service
