awk - I would believe that Wave is hoping to see some things they've been working on happen, so that they can release the news. Perhaps these events may be large enough and close enough to hold out hope for closing by then. This scenario offers at least one reason to go through the motions. there may even be others.

But I would not go so far as to believe that they feel any confidence about their ability to do so. They're just trying to race-the-sun in my opinion. Surely their confidence longer term (when revenues start) will help, but it truely is time to start producing something of substantial, material value at Wave. Hope they're getting the message.
