when people just continue to bid sit hoping to get filled there, the stock isn't going anywhere--in fact, it will drift lower.

As far as upward price movement is concerned, a buy on the bid might as well be a sell. A stock needs continual buying pressure on the ask to move, period. That's why this stock isn't already at .01 or higher right now.
