13% That is pretty good considering most mutual funds may not be gving such returns this year. You never know that those who are wanting to short may be those institutional holders who are hedging their holdings to protect around a binary event like the upcoming news (though I would think the news would be written as positively as LP can). I do suspect that some may be shorting bec they think that a upcoming capital raise is coming real soon. Best case scenario is good news first and then capital raise second. But I guess the reverse is fine for traders but not longs and the co of course.

Like I said before, the last time I was in a position to lend out my shares it was STSI and I actually bailed out (Thankfully) because I suspected the shorts were correct. Of course I am not saying the same thing concerning NWBO.
